THE HISTORIC GOOD DECISION OF MINISTRY OF RAILWAYS (GOVT OF INDIA) TO INSTALL AUTOMATIC DOOR CLOSURES IN NON-AC LOCAL TRAINS OF MUMBAI

This is a short analytical note on important Public System Management I am sharing with you all by email and I am sure many of you may know, IIM-Ahmedabad also runs a full Course Programme up to Ph.D. Level in "Management of Public Systems" area, that is very relevant in National Context of our Nation India having 146 Crores (1460 Millions) population right now. 

Those who have ever visited Mumbai or have lived in Mumbai any time, they know for sure the value of the Local Trains System in this Important and Highly Populated Metro City of India and One of the World's Largest as well as most populous Cities of Economic Importance and urban conglomerates of the World.

In a very recent and tragic incident of few days back only, 4-Precious Lives were lost and several people were injured due to very severe overcrowding and people traveling on the Foot Rest of the doors of the coaches of the local train and hanging to the door bars of the train and falling down on the railway tracks while the local train was in motion around some local suburban railway stations in the District Thane area of the Mumbai Metropolitan Region(MMR). 

Overcrowding in Mumbai Local Trains is a Regular Feature of years together while the Service Facilities have been enhanced in Capacity, the Population and thus the number of Commuters have increased without rest hence the same situation keeps going accommodating each other. It is a very severe situation during the Peak-Working hours, an all time feature. However, the people in general have adopted it as a way of life; those who live in Mumbai, they have no choice but to use it in some way or other at some time or other under various living conditions also as a very efficient public transportation system. Then Safety and Security of Life of people is of utmost importance, it has no substitutes to be equated with it in any way. 
So far, the situation as per my observation in first hand, while I have been living in Mumbai City for last 20years and I do travel in local trains many times, if you travel in the local trains of Mumbai, some risk factor you are in fact, carrying in the pocket without choice, one has to be very careful and conscious about it. 

The Ministry of Railways and its constituent Indian "Railway Board" of Government of India, after the recent tragic incident of passengers falling down on tracks due to traveling by Foot Rest of Doors and hanging around door bars of the local train, have decided to install Automatic Door Closures on Non-AC Local Trains of Mumbai. The Automatic Door Closures will be fitted in all Non-AC Coaches that will be newly manufactured, and also it will be Retro-Fitted in all the Old Coaches in Service in the Mumbai Local Trains. 

I am giving below the News Report of the Public Domain of The Times of India below that cited this Decision of the Ministry of Railways and its constituent "Railway Board" that appeared 3-days back:

All new non-AC Mumbai Local Trains to have auto closing doors: Railway Board 

All the AC-Coaches in Operation of the Mumbai Local Trains right now have Automatic Door Closures by default for Good, that is in existence, however in Non-AC Coaches that transport the largest number of commuters, it is not there, that is the cause of this subject matter. 

Although the Headline and Title of the News Report says new Non-AC coaches of the local trains will be auto closing doors, if you read the article in details and inside of it, it also says the decision having been taken by the "Railway Board" to retro-fit the Existing Coaches in Service with Automatic Door Closing Systems. Retrofitting of the Automatic Door Closers in the Old and Existing Coaches is going to be a difficult task and a long drawn project and time taking project to undertake, however this is a decision worth its value and the benefits it can bring to people of general Public. 

Over All; the Decision of the Railway Ministry with its constituent "Railway Board "of Government of India is a Historic Good Decision, an Excellent Decision in Public Interest and Management of Public Systems of the immensely Important Mumbai Local Trains to be acknowledged, that will have following benefits in the long run:

1.   The Precious Lives of People in General get Lost and Injured ( including those get even injured irreparably causing permanent handicaps by loss of limbs and irreparable fractures) that happen repeatedly from time to time, due to overcrowding and risky way of travelling by people ( e.g. hanging to local train doors and entrance) will get saved. 

2.    There is a very severe issue of people getting down from Running Local Trains (before the Train Stops with firm halt) and boarding the running local trains, by pushing other passengers around very severely, before they get down from the local trains or while boarding the local trains, it is a very horrible experience, if you have it in Mumbai Local Trains you know it, it is very risky for its aggressive inflictors and others being pushed around. This habit of people in general, particularly who are using this habit very aggressively in my opinion and first hand observation, will stop for all good. 

3.    The Orderly Habit of people for Boarding and Getting Down from the Local Trains of Mumbai which has gone visibly missing for years, will get inculcated and installed with Automatic Door Closures of the Non-AC coaches when it will be in place finally and in reality, as the Doors will open only when the train halts firmly and close before getting into motion. 

The Indian Railways may take some time to get this project into final installation and fruition, however it is definitely worth its value, a Very Good and Historic Decision that has been taken finally even if whatever cost and efforts it may need to be put in from the National Exchequer, and it will have immense value for Human Life and Safety for all of us in India, at National Level, as Mumbai is a City that is very close to the heart of the Nation and for all of us in India. 

I wrote this note for you, as some of you may be working and researching on Public Systems of India. In fact, the Mumbai Local Trains, other than being the life line for general commuters for human transportation, it is also serving as the lifeline transportation for commodities at people and livelihood level, that many common people from Rural or Urban Areas around the City use for transporting and meeting their livelihoods. If you see its "Cargo Compartments" at relevant times, you will come to know  this other side of it. 

This was a much needed decision to be taken and this decision taken now for fitting Automatic Door Closures in Non-AC Coaches of Local Trains, is of course Wel Come whole heartedly in the National Interest.
