As reported in the Public Domain, "The Tribhuvan Sahkari University Bill" which was introduced in the Hon'ble Parliament of India  for enactment into Law has been Passed in the Both Houses of Parliament as on 01-April-2025.

The Hon'ble Lok Sabha had passed it on 26-March-2025 and the Hon'ble Rajya Sabha have passed it on 01-April-2025. Giving some News Links of the Public domain for all of you or some of you who would like to read about it.

We thank both our Hon'ble Prime Minister His Excellency Shri Narendra Modi Ji and Hon'ble Minister of Home and Cooperation His Excellency Shri Amitbhai Shah Ji, for taking the steps for Establishing the "Tribhuvan Sahkari University" using IRMA as the pivot and taking appropriate steps at Government of India for passage of the said Bill in the Parliament that will become the Law of the Land (Act) after getting Presidential Assent from the Hon'ble President of India in the "National Interest " and with "Nation First Motto".

This Big Step is in the Right Direction, it is not a small step, in the Benevolent Philosophy of "National Interest" and with the "Nation First Motto" .
The idea of this Central Cooperative University was first brought in to the public domain by the Hon'ble Union Minister of Home and Cooperation Shri Amitbhai Shah Ji in the year 2021 by making a statement in the Indian Parliament. At that time, it was the Pune based Vaikunthanath Mehta Institute of Co-operative Management(VAMICOM) had tried first to take this University by applying for it.

In fact it is myself -Dr. Nimain Charan Biswal. Alumnus of IRMA (Institute of Rural Management Anand) from its PRM-5 ( 1984-86 ) (MBA Batch-5) and none other than myself who had written an Article, in my Blog: drnimain.blogspot.com , at that time as I wrote considering the fact that the NDDB (National Dairy Development Board of India, with HQ at Anand, Gujarat, India) was behind promotion of IRMA in 1979, thus the Central Cooperative University in the mind of Government of India and Ministry of Co-operation should come to "IRMA" and not go any where.

Shri Tribhuvan Das K. Patel, the Cooperative Leader of His times at Anand (Gujarat), was always Accepted as the Guru to Dr. V. Kurien and Dr. Kurien had always accepted in Public that Shri Tribhuvan Das K Patel was his Guru for inducting him into Amul as the Professional Manager. Shri Tribhuvan Das K. Patel was the Co-operative Leader who established the India's Premier Cooperative of Success "Amul" and it is Shri Tribhuvan Dat K. Patel who had got in Dr. Kurien as the Professional to Manage Amul. 
Therefore, the "Tribhuvan Sahkari University" has been rightly named after Shri Tribhuvan Das K. Patel it is very much Welcome. Dr. V. Kurien had taken over initially as the Professional Manager of Amul, he had founded IRMA in 1979 and NDDB including other institutions it is true, that I have written in my Article I have cited in below (as is produced below) in 2021 as facts that can not be shaded, as it is the historical back ground of IRMA and in 2021 also the Birth Centenary of Dr. Kurien was being celebrated when I wrote this small article that I have placed in my note here below vouching that the Central Coop University come to IRMA, it has to be understood and taken by all your excellencies the esteemed readers here, in right perspective.

NDDB SHOULD BE THE INSTITUTION TO PROMOTE THE CO-OPERATIVE UNIVERSITY BEING LOOKED FOR BY GOVT OF INDIA

I have read the News Item in the media where in, the incumbent Hon'ble Home Minister of India as well as the Minister for the new Ministry of Co-operation has said in the Parliament of India that the Government of India is looking for Institutions who would come forward to promote a "Co-operative University". He has also said that some institutions have come forward and offered to lead including Pune based "Vaikunth Mehta National Institute of Co-operative Management " but the Government has not yet decided about it.

Dr. V. Kurien, founder of NDDB ( National Dairy Development Board ), located at Anand (Gujarat State) in India,  during his life time tried to uphold the philosophy of Co-operatives. He had proved the value of Co-operative by demonstrating successes through the organizations like “Amul” (the Globally Famous Dairy and Milk Brand today) and through the famous Project-Operation Flood for Dairy Development of India and contributing to National Development of India through this effort significantly, that remain in the history. He also faced undue bad-humiliation and a coup ( in 2005 ) and got thrown away from the very organizations including IRMA at the end and towards the very end of his life painfully that he had indirectly shared with me in person (articles here in my blog : drnimain.blogspot.com ).

NDDB has established many institutions when Dr. Kurien was its Chairman (Founder Chairman until 1998), in diversified fields including IRMA (Institute of Rural Management Anand, the premier business school of India ) as an educational institution. It is undisputed that NDDB (National Dairy Development Board ) led by Dr. V. Kurien was the real promoter of IRMA (though technically and formally it is IRMA Society who is the Promoter of IRMA).

It is NDDB who should lead as the Promotion of the Co-operative University being looked for by Government of India.

IRMA should remain and retain its status as autonomous, but help and use its resources to assist NDDB to establish the Co-operative University as a Central University.

IRMA can be affiliated to that new Co-operative University of NDDB, still retaining its autonomous and special status also, so that it can offer the Post Graduate programmes as MBA ( Rural Management ) and Ph.D. ( Rural Management ) for its PGDRM/PGDRM-X and FPRM Courses like the IIMs are able to do under the recent IIMs Act, 2017. As there can not be a separate act for IRMA this arrangement should fit the bill. It can be at par [ as the arrangement has been done for the IIMs (Indian Institutes of Management) under the IIMs Act,2017 ) and the FPRM of IRMA which has not been recognized yet will be easily recognized and get converted to Ph.D. and get duly recognized under this novel arrangement.

Yes, I myself, it is the Truth, had made efforts in Public Domain by Writing the above Article in my Blog which is frequently read by Indian Public and Global Public, that the New Central Cooperative University should come to IRMA ( and should not go anywhere else ) and as on 1st April 2025, the Hon'ble Indian Parliament have passed the "Tribhuvan Sahakari University Bill"  I am very happy about it along with our IRMA Alumni Community and we are fully Welcoming it.

Some, a handful few also among our IRMA Alumni may be Abusing me and Scandalizing me (due to their undue vengeance, and jealous wrath), however, I myself have always proved for the Alma Mater IRMA and in the "National Interest" with "Nation First Motto". Earlier I had got Global Recognition to IRMA by getting it Registered at WHED (www.whed.net) and at least I would say authentically that I had made efforts that the "Tribhuvan Sahkari University" should come to IRMA and should not go anywhere else. 


The "Tribhuvan Sahkari University" Bill which has been passed in the Hon'ble Parliament as on 01-April-2025 (in the Both Houses ) will become Law (a Central Act) the date it gets the Assent of the Hon'ble President of India as I said above. "The Tribhuvan Sahkari University" will come into being with effect from the Date on which the Central Government of India formally Notifies about Establishment of this Central Cooperative University in the Gazette of India that is as per the said Bill Passed. 

Rest Actions will follow as the Act of Law the Bill passed makes into.  The Nodal Ministry under which the "Tribhuvan Sahkari University" will get established and be in Operation is the Ministry of Cooperation, Government of India led by Hon'ble Union Minister of Home and Cooperation His Excellency Shri Amitbhai Shah Ji.

As per the said Bill Passed, IRMA will be a School(one of the Schools that may get affiliated to this University) Under the "Tribhuvan Sahkari University ( the Central University), there will be re-nomenclature of IRMA as a School under the said University, however IRMA is being used as Pivot for the Establishment of the said Central University, while the Central University will be a Super Structure as a Central University over all.
Rest Actions as I said above will follow as per the Central Act the said bill passed will get converted into.

We can discuss further as the Matter Progresses and comes into sight.

We all concerned in India definitely Welcome Establishment of the Central University, the "Tribhuvan Sahkari University" in the National Interest as I said above and we will provide all cooperation as it would be possible for the same.
