 GUARDIAN MINISTER SYSTEM (DISTRICT-WISE) OF THE STATE OF MAHARASHTRA (INDIA) IS A GOOD SYSTEM FOR STATE PUBLIC-ADMINISTRATION TO BE RECOGNIZED


Dear Readers,
The State of Maharashtra in India, has a System of formally Designating the Hon'ble Ministers of the State as Guardian Ministers District-Wise in Maharashtra.

By this System, Every District of the State gets a Guardian Minister among the Hon'ble State Ministers. A Guardian Minister can supervise One or More Than One Districts. Similarly a District can also get more than one Guardian Ministers as Co-Guardian Ministers depending on the situation. For Example, if the Hon'ble Chief Minister(CM) becomes the Guardian Minister of any District, along with him a another Minister of the Sate may be designated as Co-Guardian MInister for the same district, as the Hon'ble CM may have many other responsibilities for the State Affairs as a whole, when he/she may be hard pressed and can not give time for the District, the Co-Guardian Minister can take care duly in normal course of the system.

While in all the States in India, the Ministers of the State are in Charge of Different Departments of the State Administration as per the Portfolio of the Departments Allocated to them by the Hon'ble Chief Minister (CM), this Geographical Designation and Fixing of Responsibility on a Minister of the State as Guardian Minister of the District of the State is definitely a Good System to be Recognized.

A Guardian Minister of the District, becomes responsible for all the Affairs of the District practically to coordinate and takes responsibility as a kind of Co-ordinator for all the Developmental and Public Administration matters of the District to be addressed in coordination with the State Administration and the Hon'ble State Government.

I am giving below a news link that lists who are the Hon'ble Guardian Ministers, District-wise, designated recently in 2025, in the New State Government of Maharashtra State that has been Sworn in last month in December 2024, under the Chief Ministership of His Excellency Hon'ble Shri Devendra Fadnavis ji.

I have been tracking and observing this Guardian Minister System of the State of Maharashtra of India since the year 2006, I say it is not a small period as almost over 20years period of observation, and I find this is a Good System for the Public Administration of the State with Geographical decentralized supervisory jurisdiction, working very well, and I appreciate it very much as a Citizen of India and also as an Expert.

As of now, I am not aware how many of the Other States of India follow this kind of Guardian Minister System, I will try to examine that also over time, to the extent it can be possible, however no doubt, this is a Very Good System of Geographical Public Administration with a Coordinator kind of responsibility for a specific geographical region called as a District, in the State of Maharashtra of India, to be duly recognized with appreciation.
