INDIA'S STAND IN COP29- 2024 IS JUSTIFIED IN GLOBAL CONTEXT: PRAISE WORTHY


Dear Readers,

Last week the COP29, 2024 has been concluded at Baku, the Capital City of Azerbaijan a CIS country which had the Chair of COP29. 2024 as was handed over from COP28 held at Dubai UAE in 2023.

When we live in this world, it may be prudent and essential that we must know or at least make effort to know, what are the factors very vital and critical  for the sustenance of the mankind, to be affected with minimum pains and perils of natural disasters and calamities that come as the Bolt from Blue, that can affect it greatly and cause loss to life and property of unexpected magnitude, it is the reality and no fiction or imaginaary, we are seeing as facts in our eyes and in our life time happening around the world, in our Nation also, due to Global Warming induced climate change creating hazardoous and adverse atmospheric conditions bringing in unexpected natural disasters, it is a matter of science and the scintific community and the civil society of the world is working on it and striving very hard to resolve the issues in volved and minimize impact in some way or other. 

I am writing this small note for all of you, for the comprehensive understanding of this subject in very brief, for benefit of those who read this note of mine and in case they are not aware of the basic aspects of it, they will know and they could share with others to read and know about it. I am presenting It in a way which is a matter of easy comprehension and common sense, but very important for the mankind of the world, for their sustenance and wellbeing. It is a felt responsibility of every individual Human Being living in this world to strive to help in this direction. 

Those who may not be even knowing what is COP29, 2024 or not even understanding its purpose in anyway or some way, let me say in very short, it is "Climate Conference of United Nations" ( in short called as COP) and the number 29 denotes the 29th Annual World Conference, Like last year at Dubai, UAE it was COP28. 2023.  The COP is an annual Global Conference done under the auspices of the UN Organization UNFCCC (United Nations Frame Work Convention on Climate Change). 

The COP Annual World Conference at present is trying to limit the Global Warming (increase in Global Average Temperature) by 1.5 °C  by 2050 above the Global Average Temperature that existed in the Pre-Industrial Revolution period widely accepted Globally as the Century 1750 to 1850, when generally the Machines and Factories were not used in the World. As per Paris Agreement signed among 195 Nations of the World in COP21, 2015, it has been agreed (say agreed by almost the whole world) that the World must try to restrict the Global Warming by 2 °C ( By Basic under standing Global Warming would mean the Global Average Temperature above the Global Average Temperature Pre-industrial Period)   while there should be efforts by all Nations and Everyone in the World to strive to restrict it to 1.5 °C   by 2050. The Scientific Community of the World believes and postulates that once the Global Warming goes beyond 2°C there may be very severe and hazardous atmospheric events due to climate change in terms of Heat Waves, Storms, Cyclones, Excessive Rains and Flooding, Wild Fires etc. that we see now a days can affect the living organisms of the World quite dangerously, the  Planet Earth (the World), may be affected heavily in terms of loss of lives and Property due to most unexpected conditions of environment, natural events and calamities that we also see happening now a days around the world. 

For vital information of all, the Calendar year 2023 has been the Record year of Global Warming so far, having recorded the Global Average Temperature of 1.35°C above the Pre-industrial Period ( above the Pre-industrial Global average temperature). The Pre-Industrial Global Average Temperature was 9.7°C. Since 1850 the Global Mean Temperature has increased by 0.06 °C per decade, however since 1982 the Global Warming has increased 3-times per decade compared to the decades previous to it. The decade 2013 to 2023 has been the warmest decade where in the Global Warming in terms of increase in Global Mean Temperature from 1.19 °C to 1.22°C over the Pre-industrial. The Scientific Community postulates that by every 0.1°C increase in Global Average Temperature, it brings in some hazards to the discomfort of the World in terms of Natural Calamities. 

It is postulated and believed that the "Green House Gas" emissions  from the World to Atmosphere by all kinds of Human Activities is causing Global Warming. The Major Constituent of Green House Gases is CO2 (Carbon Dioxide) where as there are other Green House Gases that have a relatively smaller share in total quantified emissions, however, they also have many more times potential of CO2 to cause warming compared to Carbon Dioxide. The Carbon Dioxide(CO2) emissions are largely contributed by use of Hydrocarbon Fuel (otherwise called Fossil Fuel), mainly in terms of Oil (Diesel, Petrol, Aviation Fuel, Furnace Oil,  etc. etc.), Natural Gas (Hydro Carbon Gases) and Coal, or even by wood burning where ever it is done. It is believed by the World that now that, by restricting the emission of the CO2 largely will reduce Global Warming to tolerable target level of 1.5 °C . The COP targets to reduce 43% Emissions (mainly CO2) by 2035 and to make it Net-Zero CO2 emissions by 2050.

It is also factually believed, that the Developed Countries of the World are more monied (more resourceful having the finance) and; the Developing and Under-Developed Countries are less monied (less resourceful for finance) for taking measures towards reducing emissions of CO2(largely) and other Green House Gases at targeted levels, because everyone has to reduce dependence on Hydrocarbon Fuel (Fossil Fuel) use, move towards use of non-emitting and renewable sources of fuel, energy and power to run everything from homes to factories or transportation of all kinds. Such shifting from Hydro-Carbon sources ( Fossil sources ) to Non-Emitting Sources use in the world, would require target based huge investments in terms of money, which the Developing and Underdeveloped countries, which is called as the "Global South" Block of Countries may not have in hands and they can not afford to invest to march together with the Block of the Developed Countries.  In COP Conferences, one of the vital decisions in recent years has been to discuss and negotiate how to arrange the Finance for the Global South Block of countries for them also to invest and march in tandem along with the developed countries in the direction of achieving reduction in Green House Gas emissions.

It has been assessed through also COP Conference System that a funding (called as Climate Finance) level of USD 1.3 Trillion ( USD 1300 Billion) per year, would be required to be made available for all countries to march together(including the Global South) in the direction of achieving the targeted reduction of Green House Gas emission to the World's atmosphere. It is understood that the Developed Block of Countries who have money(Finance) have to arrange this Climate Finance for the Developing and Global South Block of Countries, for every one to march together in tandem and undertake the tasks cut out for Green House Gas emission. 

During COP28 at Dubai, UAE in 2023 it was discussed, negotiated and announced that the Developed Block of Countries will make available Climate Finance at the level of USD 100 Billion per year, as the starting point level to be improved in future COPs. This funding as Climate Finance is supposed to be arranged through Private Sector, Public Sector (National Governments) and Multilateral Funding Organizations such as World Bank, IMF, Asian Development Bank, European Development Bank, African Development Bank, BRICS Bank or similar such existing Multilateral Funding Organizations of the World.

In COP 29, 2024 at Baku (Azerbaijan) this year this funding level has been enhanced to USD 300 Billion per year (which has been 3-times, as USD 300 Billion in COP 29 compared to COP28 where it was kept at USD 100 Billion). 

However, India as one of the large Nations though still called as a Developing Nation and an Emerging Economy of the world, has taken a stand that the funding level of USD 300 Billion per year that has been planned to be made available through COP 29, 2024 is very small compared to USD 1.3 Trillion (USD 1300 Billion) per year, that has been assessed by COP System and have been put in record, to be required for all the Countries to march together in convergence and concurrently achieving the targeted reduction in Green House Gas Emission Level. In our case in India, our dependence in Hydrocarbon Fuel use is very high and its phasing out will also require huge investments that has to be also noted. In this case India has taken a stand rejecting that the USD 300 Billion per year Climate Finance agreed in COP 29, 2024 will be highly insufficient and distant level funding compared to the required level of USD 1300 Billion (or USD 1.3 Trillion) for the Developing Countries and Under Developed Countries (the Global South Block of Countries) to participate and march together matching the frequency in the Global Effort in Reduction of Green House Gas emission, which they may not be able to meet at targeted time line and match along with the Developed Countries Block in absence of adequate Climate Finance. India is only one of the large Nations of its kind of size in the world, who has taken such a Stand also standing for the Global South. This stand of India is Praise Worthy in the relevant context.

I would like to highlight a fact here, that when there would be need and it is justified, even if we are alone or a very few to take a stand in the interest of Public Good, for the Cause of Society and Mankind of the World or for the Nation or for the Benefit of our Organizations/Institutions, we should not be afraid of being cowed down or to be forced to do ducking under attacks that may come and pressures that may be exerted unduly to silence our rightful voice, to get afraid or get into ducking and hiding or into silence zone, by an escapist attitude, then if we do that and if we succumb to such attacks and pressure, we get lost and our voice gets lost. 

I am happy that my Nation India has taken a stand and standing with Global South in this case, even if it may be the only Large Nation of its size and stature, to take such a stand in a relevant Global Context, it is worth doing, very valuable contribution of my Nation, and India's stand in this case is Praise Worthy. I am certainly proud of my Nation, India's stand in this case.
