WHETHER AT NATIONAL LEVEL IT MAY BE PRUDENT AND PRAGMATIC TO TAKE A MIDDLE PATH APPROACH TO RESOLVE THE NEET-UG CRISIS OF INDIA
Dear Readers,
In this note, I am trying to deal with a very sensitive subject and saying :
WHETHER AT NATIONAL LEVEL IT MAY BE PRUDENT AND PRAGMATIC TO TAKE A MIDDLE PATH APPROACH TO RESOLVE THE NEET-UG CRISIS.
When I say middle-path approach, it is understood that I am not saying to resolve it with either of the extremities. While the two extreme ends are:
a) Cancel the NEET-UG 2024 which has already been conducted entirely and do a total re-test.
b)
Do not cancel the NEET-UG 2024 and continue with it by doing the
Counselling and further activities of it as was originally Planned.
The UGC-NET conducted by NTA
(National Testing Agency) which was cancelled as a Precautionary
Measure before being conducted on scheduled date in June 2024, has been re-notified to be held in between August 21 and Sept 04, 2024, hence its issue stands resolved.
The NEET-PG ( Post Graduate Medical Test) conducted by NTA (National
Testing Agency) which was cancelled as a Precautionary Measure before
being conducted on scheduled date in June 2024, has been re-notified to be held on August 11, 2024, in two shifts standard, hence its issue stands resolved.
Now what remains Un-Resolved as on date is the NEET-UG (Under-Graduate
Medical Test for Courses like MBBS and BDS-Dental) the Counselling of
which was supposed to be started from today (06-July-2024) has been
postponed until further notice, as the Hon'ble Supreme Court of India is seized of this matter and hearing a batch of Petitions filed by the people of India, demanding
both the extremities, as I mentioned above. It is understood, while the
matter is under judicial review before the Hon'ble Supreme Court of
India, it can not progress further, until and unless the Hon'ble Supreme
Court of India, gives a final decision on it.
Let
me say and make everyone who gets to read this note being written by
me, that by writing this note, I am not infringing upon the jurisdiction
of the Hon'ble Supreme Court of India and I am duly respecting the
Jurisdiction of Hon'ble Supreme Court of India. While
writing this note, as an independent citizen of India, I am only
placing my thoughts before the readers, to apply their thoughts on this
subject.
In
fact, at the times of need, if we citizens do not place constructive
thoughts in the National Interest, who else should do in the interest of
our Nation?
1.
The Govt of India and NTA both, have already submitted by Affidavits
before the Hon'ble Supreme Court of India that a Re-Test of NEET-UG by
cancelling the already held test entirely, will not be rational, as it
will be harsh for the honest students who have performed in the test,
while the paper-leak matter is not systemic, sporadic and highly
localized to a few students, in handful of locations, that they have
assessed by proceeding with legal steps through investigating agencies
and also further investigations are on to catch and book the culprits
appropriately. There is substance to be
recognized in what Government of India and NTA have said in their said
Affidavits, thinking constructively and positively, it makes sense,
prima facie, which can not be denied. Some
sections of students have also gone before the Hon'ble Supreme Court of
India by filing petitions as reported in Public Domain by media, that
No-Retest of NEET-UG should be done to jeopardise their interest
Unfairly.

On the other hand, there has been lot of and wide-spread hue and cry
on NEET-UG 2024, paper leak; in terms of some student protests and
public-outbursts as have appeared in media in the public domain for some
time Nation Wide and at National Level. Simultaneously, some sections
of students have also gonve before the Hon'ble Supreme Court of India by
filing Petitions as reported in Public Domain in Media, that a Re-Test
of NEET-UG should be done by cancelling the already held Test entirely
to restore the expected Sanctity of the Test in order to Protect their
Interest. This public hue and cry on the
other hand which has created some kind of mis-trust on the NEET-UG test
and those who are claiming that their interest might have been
jeopardized by the alleged paper-leak, can not be undermined, ignored or
denied, looking at their side also fairly.
3. In
this situation, there has a dichotomy come in, hence pushing the matter
to two extremities having views for both sides, as I said above as:
a) Cancel the NEET-UG 2024 already held entirely and do a Total Re-Test. .... May
be those who are in a disadvantageous position right now, would like
that a total re-test is done, so that in case their situation may
improve. This is one Extreme.
b) Do not Cancel the NEET-UG 2024 already held and move forward with Normal Counselling and admissions with it. ....May
be those who are in an advantageous position right now, would not like
that a total-rest is done and they may be apprehensive, if the new
outcome of the re-test may jeopardise their performance already done.
This is the other Extreme.
4. In this Situation which is a Critical Decision being Confronted by Indian Society; my thoughts go to the Middle-Path, whether
we as Indian Society as a whole, can take a middle path approach, in
between the two extremes, in the present situation, so that all remain
satisfied and accept it as an amicable solution and acceptable to all.
Let me explain what could be a Middle-Path in this case:
a) In
NEET-UG 2024, everything has been done online, excepting the Writing
the Test and its Answer Sheet, which is Manual and Evaluation by an OMR
Sheet.
b)
NTA by Public Notification may ask the Students who have appeared in
NEET-UG 2024 by giving time limit of about 72-hours to be fair to all,
to give online choice who all among the students would like to go
through a entirely new NEET-UG 2024 Re-test.
c)
Those who would like to go through an entirely New NEET-UG Re-Test and
give their choice favouring it, they may be allowed to go through a New
NEET-UG Re-test to be conducted by NTA at an appropriate date. Whatever
be their Results in the New NEET-UG Re-test, that will be considered
final for them, it should be conveyed to them in total transparency.
d) Those who would not like to go through an entirely New NEET-UG Re-test, whatever result they have done in the already held NEET-UG will remain Final for them.
e) After the New NEET-UG Re-test results come, there
will be New Merit List combining the Results of the New NEET-UG Re-test
those who take it and the results of the already held NEET-UG of those
who do not take it. NTA has all the data of
the Students registered online, hence compiling the New Merit List
combining the said Results of both categories should be no problem, and
can be processed and communicated to all in Transparency.
The
Middle Path I wrote within my thoughts and considered opinion as above,
might satisfy all in the Indian Society to resolve the Crisis of the
NEET-UG that has been confronted. Whatever pains and loss of time, it
would involve for going through this middle-path in such a crisis to
resolve it amicably, have to be accepted by one and all of Indian
society and the authorities including the Government, if pursued
appropriately, that goes without saying.
Let
me make every reader of this note clear, that as I am concerned of it
as a Citizen of this Nation of India, I spent time in writing this note
and placing my thoughts and views before the respectable readers who may
find and spend time to read it very kindly in the interest of the
Nation.
However,
as I said above most respectfully, since the Hon'ble Supreme Court of
India is seized of this matter and is hearing this matter which is also
under the due adjudication of the Hon'ble Supreme Court, it is well
understood that the decision of the Hon'ble Supreme Court will be
binding on everyone as well, it remains well respected.
