THE DECISION OF UGC TO DO AWAY WITH PRE-PUBLICATION IN JOURNALS BEFORE FINAL Ph.D. THESIS IS WELCOME
This is a piece of Good News for Scholars who may be pursuing or looking forward to pursue Ph.D. in their academic pursuits further in India. This is also a Good News for all in the Society, where the Scholars may be pursuing or may be looking forward to pursuing M.Phil. or Ph.D. Degrees in India.
In a recent regulatory decision, the UGC ( University Grants Commission ) who is the academic Regulator for the Universities and Educational Institutions of India has done away with the following requirements that were made mandatory some time back for the M.Phil. and Ph.D. Candidates as follows:
1. For M.Phil - present at least one research paper in a conference or seminar before submission of final Thesis for evaluation.
2. For Ph.D. - publish at least one research paper in a refereed journal and make two paper presentations in conferences or seminars before submission of final Thesis for evaluation.
Actually these two mandatory requirements sometimes used to act as deterrent, impediment and bottleneck for the Scholars trying to pursue these higher education degrees.
It used to act something like the present day's media trials happening for specific incidents before it is finally judged where it is supposed to be put for the judgement. The Media put its judgement already with undue bias before the incident is judged duly with relevant evidences.
While the Final Thesis of the Scholar is supposed to go through Evaluation of designated Experts for award of the Degree as per the academic evaluation standards, before that the candidates had to go through lot of undue and irrelevant torture by running from pillar to post, for publishing papers in some Journals and Conferences which are again managed by a bunch of other people who make it almost impossible for new and novice scholars. Even after getting it published, there would be always questions as to which journal and which conference, as always there is some perceived standard and bias attached there. It used to be a great pain in the neck of the candidate in spite of doing good work in reality, as still one had to go through the great politics of the Journals and Conferences, as I said, those are also dominated by a bunch of people who make it next to impossible for the new scholars as their fiefdom and area under hold.
It is Good and it is welcome that UGC has rightly done away with these undue and torturous requirements for making the atmosphere of Higher Education of the Country more conducive for candidates/scholars to pursue it.

I did my Ph.D. work that I had started more than 26years back and got it awarded more than 22years back, this news is not going to help me in anyway personally, but it will certainly help many in India who may be looking forward to or may be on the way or others in the Society in India.
