A PAPER MILL IN PUNJAB WILL REDUCE
AIR POLLUTION AT DELHI AND NCR IN INDIA
Every year brings
October and November, there are cries for Air Pollution at Delhi and NCR (National
Capital Region) of India. Media publishes every year around this time with various
articles crying for Air Quality Index ( AQI ) reaching bigger numbers at Delhi
and unhealthy proportions. The Health Experts give advices how dangerous it is
for the health of the people living in Delhi and NCR. The Governments and
Political Fraternity also sheds lot of tears for Delhi's Pollution and
dangerous Air Quality Index of Delhi. The problem keeps coming back every year
at the same season, around October/November and same cries are made and again
back to square one.
The Government of Delhi tries to control the situation by various measures, however, it is always a pain area every year for the people and the governments concerned.
There are various reasons that are attributed to the cause of the deteriorating Air Quality Index (AQI) in Delhi and NCR around the same season every year such as :
a) Farmers of Punjab, Haryana and Uttar Pradesh (areas of these states closer to Delhi and NCR ) burning Stubble of Wheat and Rice Crops ( left over Wheat and Rice Straws in the Cropping Fields) to go for new crop and smokes emanating out of that inflicting into the atmosphere over Delhi and NCR.
b) Bursting of Fire
Crackers during Diwali Festival in the Delhi and NCR region.
c) Air Pollution due to Vehicular and Industrial Emissions into the atmosphere.
d) Once the Rains
stop around this time, the pollutants that get lodged in the Atmosphere get
stuck in the atmosphere and do not gate washed off by rains that were doing it
earlier.
e) Other reasons as get
identified from time to time.
Out of the above reasons,
the first reason that is the stubble burning by the farmers in the neighbouring
states mentioned above is always said a major reason and having maximum stake
in this subject matter. However this issue has not been able to be tamed for
various socio-political reasons.
I have in fact written a full article here in my blog as back as on November 02, 2019 with the Title “ PERENNIAL CURE FOR EXTREME SEASONAL AIR POLLUTION OF DELHI AND NCR ( NATIONAL CAPITAL REGION ) OF INDIA” which is existing here below. I do not think any thoughts have been applied in that line.
What I am arguing is; the Stubble of Wheat and Rice Crops ( in local language called as “Pareli”, the left over Wheat and Rice Straws in the cropping fields ) can be converted into paper by establishing a Paper Mill in Punjab with the specific design of producing paper out of Wheat Straw and Rice Straw. If the Stubble of Wheat and Rice Crops can be diverted for manufacturing of paper out of it locally, it may be possible to motivate the farmers not to burn it and rather provide it for conversion into paper.
Already there is a “Paper
Mill” in Punjab located at Barnala in Punjab which belongs to the Trident
Group. They manufacture Paper out of Wheat Straw. Therefore the manufacturing
of paper out of Wheat Straw is already successfully
experimented in India and in the State of Punjab itself.
The Paper Mill can be established, if not by any private sector operator, it can be established in the public sector, as a Joint Venture of a group comprising of Central Government and State Governments or any of the State Governments or a Group of State Governments.
The Farmers of all the concerned states can be paid Monetary
Compensation/Incentives to cut the Stubble and Hand it over to the Paper Mill
for manufacturing paper out of it. Also Machine Can be engaged as a Scheme to
Cut the stubble from the cropping fields and then handing over to the Paper
Mill.
I say again, the
Advantage of Converting the Stubble of Wheat and Rice Crops into Paper Manufacturing are ( but not exhaustive ):
1. The Stubble of Rice and Wheat Crops that is being burnt by the farmers will stop and it will reduce the pollution that it is causing in the Delhi and NCR due to its burning.
2.
The Forest Trees that are being felled for the purpose of Wood
Pulp will not be felled and be saved to that extent and it will preserve the environment and
avoid climate change.
3.
The Forest Trees that will not be cut and be saved, they will
absorb Carbon Dioxide from the atmosphere and help in environmental pollution
and climate change.
The revenue that can be generated by selling the paper as commercial operation can make the Paper Manufacturing operation sustainable.
I am really surprised as to why no efforts are being made in this direction to convert the Stubble into Paper in stead of crying every year regarding the dangerous Air Quality Index ( AQI ) at Delhi and NCR.
