FAIR LOOK
It is reasonable to say; if you leave your playground empty
in a public ground, someone else will play. I am trying to discuss a situation
only as example drawing from International Diplomatic scenario by fair look. Presently
the India-Russia relationship prima facie looks like, it needs quick re-focus.
After independence in 1947, started by her first Prime Minister Pandit
Jawaharlal Nehru and continued for a long time, India had declared herself as a
Non-aligned State and this doctrine was very helpful then, at a time it was
needed most. The Soviet Union (Union of Soviet Socialist Republics -USSR) of
yester years whose flagship state was in fact, the present Russian Federation
(Russia), was a Strategic partner in rebuilding and consolidation of Indian
Republic as well as a great supporter of India in maintaining its security and
sovereignty. They were great partners in rebuilding India, starting from
helping in initially establishing a couple of steel plants post-independence
and many other areas of rebuilding and consolidation of India. They were also
major suppliers to India in all kinds of defense supplies including, notably
the MIG variety of fighter jets and the list could be very large best known to
defense experts, whatever India wanted anytime and every time. They stood
behind India with a solid foundation of friendship by support, so that India
could sustain a number of wars and won a lot of it. Similarly, without
undermining, also it can be acknowledged that USA and other Nations of the World
did help India from time to time, they have helped as much as they could by
their standards. As USA drew lot of Indian talent, it has also helped back rebuild
India and develop in many areas including agriculture, manufacturing, science
and technology. India was a darling of everyone’s heart although they had their
own strategic partners from time to time. However, Russia has remained thick
and thick to the extent that it was the only country that had allowed trade in
Rupees (Indian Currency) that was a great advantage when India did not have so
much forex reserves in hand in times of need in the past. In a way Russia was
the Super Store for defense supplies for India, besides any other requirement,
India wanted any time and every time, everyone knows. In fact, Russia was de
facto restricting supplies to others (who were in discomfort with India) to
protect Relations with India as well as for its security. For India, Russia is
at close neighborhood, not very far geographically and at easy reach, it fitted
as a Strategic Partner very well. Russia is also a BRICS (Brazil, Russia,
India, China and South Africa) block partner to India. However, over time timeline,
advanced manufacturing primarily in defense industry kept growing in other Nations.
India started moving eyes towards other major supplying nations. May be Russia
felt some lost ground with India. Russia also started moving eyes towards others who were
desperately looking for supplies of Russia. It goes without saying, Russia
would also like to do and retain its business. Recently Russia has planned to
do war-exercises
along with China and Pakistan as partners in these exercises, exactly when
India is at loggerheads with China on a boarder stand-off. India has been
invited by Russia to take part in this war-exercises, and as per published
reports in public domain, India has declined to take part in this invitation citing
the reason of Covid-19 pandemic prevailing and spreading now, a stand natural. However, it also
looks like to examine appropriately if India has left some playground empty in
Russia, that has found love to be played by others who are not so comfortable with
India. India cannot afford to leave any playground empty with Russia
notwithstanding whoever among others support her and are partners in her stake
in different ways. This is a fair look at the situation and as I said I have
used to discuss as an example only.
